That means the set’s stacks come online naturally during the exact part of her rotation where she is already trying to burst, so the buff has basically no awkward setup tax on her.
For now, this set is basically hers alone, because it rewards repeated Electrification cash-outs inside a fast, skill-driven burst loop, and she fulfills that condition most cleanly.
