Attal's best weapon in PvP is the Royal Contravene since its firing mode can be swapped around depending on the situation you find yourself in. However, if you wish, you can use either Exotic Primary instead if you don't need the flexibility on her Heavy weapon.
Similar to PvP, Attal will want to use the Royal Contravene because it's highly flexible, and its firing mode can be changed depending on the scenario you're in. This means that she has to use the DEL7 Simit as her Primary since you can't equip two Exotics on a character.
Although, if you don't need the flexibility of the Royal Contravene, you can use whichever Exotic Primary you prefer instead.
