Phoenix Overview

Phoenix, S-Rank Fire Anomaly agent in Zenless Zone Zero

S-Rank | Fire | Anomaly | Krampus Compliance Authority

Phoenix combines active Fire application with an Anomaly damage amplifier that benefits the whole squad. Her Combustion Attacks generate Pyre, which she spends on Basic Attack: Purifying Flame. Its Abloom rewards hitting enemies that already have an Attribute Anomaly, making Anomaly setup an important part of her damage cycle.

Her Core Passive applies Sear when any teammate deals Anomaly DMG. Anomaly DMG against a Seared target can critically hit using a separate CRIT calculation, with Phoenix’s initial Anomaly Mastery raising that chance. Her build therefore prioritizes Anomaly Mastery, Anomaly Proficiency, and ATK. Perfect Blocks help her maintain pressure, while her Ultimate creates a handoff before her recovery attack.

Phoenix Skill Upgrade Priority

Upgrade Core Skill first, then Basic Attack > Special Attack > Chain Attack > Assist > Dodge.

Aim for 12 / 12 / 11 / 10 / 7 in that five-skill order, with Core Skill fully upgraded to F.

Skill Target Why It Matters
Core Skill F Develops Nirvana’s Anomaly damage support and Phoenix’s built-in Anomaly Proficiency.
Basic Attack 12 Purifying Flame is her Pyre spender and a key Abloom trigger. Her later Basic Attack hits also feed the rotation.
Special Attack 12 Her EX attacks provide Fire damage, Combustion Attacks, and access to Ascension.
Chain Attack 11 This category also levels her Ultimate and Soul-Searching Blaze.
Assist 10 Supports Defensive Assists and follow-ups after her main damage skills are developed.
Dodge 7 Useful for reactive play, but a lower spending priority than the skills driving her regular rotation.

These are practical spending targets rather than the maximum level of every skill. Chain Attack can go to 12 later to finish her damage skills; maxing Dodge is a lower priority.

Phoenix Skill Kit

The following summaries cover Phoenix’s attacks, resources, and support mechanics. Listed Abloom multipliers use skill Lv. 12, while Core Passive values use the fully upgraded Core Skill.

Basic Attack

Basic Attack: Sever Life

Perform up to four forward attacks dealing Fire DMG. The third and fourth hits count as Combustion Attacks, making the latter half of the string important for Pyre generation.

Basic Attack: Purifying Flame

With at least 90 Pyre, hold Basic Attack to spend 90 Pyre and throw her weapon, dealing Fire DMG to enemies in front of her.

If the finishing hit connects with an enemy affected by an Ice, Ether, Electric, Fire, Physical, or Wind Anomaly, it triggers one Abloom of the corresponding attribute with a 445% multiplier. This Abloom gains an additional 40% CRIT DMG when it critically hits. Phoenix is invulnerable during the skill.

Basic Attack: Meltdown

After Special Attack: Fire Sweep fails to trigger a Perfect Block, press Basic Attack to charge forward with Fire DMG. Meltdown counts as a Combustion Attack. Press Basic Attack again during it to continue into the third hit of her Basic Attack string.

Dodge

Dodge: Drifting Sway

A quick dash dodge with invulnerability during the action.

Dash Attack: Lunge

Press Basic Attack during a dodge to dash forward with a Fire slash.

Dodge Counter: Twin Passage of Karmic Fire

After a Perfect Dodge, press Basic Attack for an invulnerable Fire slash. Follow with Basic Attack to enter the third hit of her string, returning quickly to her Combustion Attacks.

Special Attack

Special Attack: Fire Sweep

Press Special Attack to retreat and then slash upward, dealing Fire DMG. Damage taken during the retreat is reduced by 40%, and Anti-Interrupt Level increases during the skill.

Taking a hit as the upward slash begins, or landing the slash on an enemy flashing red or yellow, triggers a Perfect Block that negates that instance of damage. Basic Attack can then follow directly into the third hit of her string.

EX Special Attack: Blazing Slash

With Ascension, press Special Attack to consume one point and perform a powerful rising Fire slash. Hold during the retreat to charge, then release to attack. Chaining from a Combustion Attack skips the retreat.

Damage taken during the retreat and charge is reduced by 40%. The rising slash can trigger a Perfect Block. The attack counts as a Combustion Attack and can link into the third Basic Attack hit.

EX Special Attack: Dazzling Flare

With enough Energy, press EX Special Attack to spin and deal Fire DMG. The opening spin can trigger a Perfect Block, and the attack counts as a Combustion Attack. Phoenix is invulnerable during the skill and can follow into her third Basic Attack hit.

EX Special Attack: Falling Sun

After Dazzling Flare, with enough Energy, press or hold EX Special Attack to rise and throw her weapon, dealing Fire DMG. Activating it grants one Ascension, the maximum she can hold.

The rising motion can trigger a Perfect Block. This is a Combustion Attack with invulnerability and a follow-up into the third Basic Attack hit. Dazzling Flare and Falling Sun each cost 40 Energy.

Chain Attack and Ultimate

Chain Attack: Last-Minute Salvation

Deals a series of Fire attacks and counts as a Combustion Attack. Phoenix is invulnerable during the skill and can continue into the third hit of her Basic Attack string.

Ultimate: Perpetual Resurrection

At maximum Decibels, Phoenix dives into an explosion, dealing Fire DMG and consuming all of her HP. She enters Wither, cannot perform active attacks in that state, and triggers the next character’s Quick Assist. The Ultimate counts as a Combustion Attack and grants invulnerability during its animation.

Soul-Searching Blaze automatically activates after a short delay; pressing Basic Attack speeds it up. Switching her out and bringing her back also lets her resolve the recovery attack through her return to the field.

Soul-Searching Blaze

When Phoenix returns through a normal switch, Quick Assist, or Defensive Assist while in Wither, she deals Fire DMG counted as Ultimate DMG, exits Wither, restores the HP consumed by her Ultimate, and heals a further 10% of Max HP.

If its finisher hits an enemy affected by an Attribute Anomaly, it triggers an Abloom with a 597% multiplier. That Abloom gains another 40% CRIT DMG when it critically hits. Entering through her Chain Attack or Ultimate while in Wither also triggers the recovery and Abloom effects. Phoenix is invulnerable during the skill.

Assist Skills

Quick Assist: Emergency Aid

When the active character is launched, switch to Phoenix for an invulnerable Fire slash. Basic Attack can follow into the third hit of her string.

Defensive Assist: Patient Turned Doctor

Switch just before an incoming attack to parry it and deal substantial Daze. Phoenix is invulnerable during the assist.

Assist Follow-Up: Regeneration Therapy

After a Defensive Assist, press Basic Attack to throw and recall her weapon, dealing Fire DMG. The action grants invulnerability and can continue into the third Basic Attack hit.

Core Skills

Core Passive: Nirvana

Phoenix gains 85 Anomaly Proficiency. When any squad member deals Anomaly DMG, the target enters Sear for 20 seconds. Repeated triggers refresh the duration.

Anomaly DMG against a Seared target has a base 30% CRIT Rate and 25% CRIT DMG. For each point of Phoenix’s initial Anomaly Mastery above 155, this Anomaly CRIT Rate increases by 0.7 percentage points. At 255 Anomaly Mastery, it reaches its maximum of 100%.

Seared enemies take Fire DMG equal to 50% of Phoenix’s ATK every eight seconds, treated as EX Special Attack DMG. Combustion Attacks increase Anti-Interrupt Level and generate Pyre on dealing damage. Phoenix can hold 120 Pyre. Chaining Special Attack after a Combustion Attack skips the retreat of Fire Sweep or Blazing Slash.

A Perfect Block grants 5 Pyre, once every 10 seconds. Using an EX Special Attack activates Wither and Bloom for 20 seconds. Landing a Combustion Attack or reapplying the state refreshes its duration. While active, Dazzling Flare is followed by Falling Sun as her next EX attack.

Fatal damage triggers Rebirth rather than defeating Phoenix. On her next normal switch-in, Quick Assist, or Defensive Assist, she restores 50% of Max HP. In Investigation Zone mode, this can trigger once every 1,200 seconds.

Additional Ability: Krampus Ace

Activated by another Anomaly agent or a teammate from the same faction. Anomaly DMG against Seared enemies gains 15% CRIT DMG. A second Anomaly agent is enough to activate this ability; Phoenix does not require three Anomaly agents to unlock it.

Mindscape Cinema

Mindscape Cinema 1

Upon entering the battlefield, Phoenix gains one Ascension. In Investigation Zone mode, this can trigger once every 180 seconds.

Anomaly DMG against enemies in the Sear state gains an additional 25% CRIT DMG.

When a Combustion Attack deals damage, Pyre generation efficiency increases by 15%.

Mindscape Cinema 2

When Phoenix applies Burn to an enemy, its duration increases by two seconds.

Phoenix’s damage against enemies in the Sear state increases by 30%.

Mindscape Cinema 3

Basic Attack, Dodge, Assist, Special Attack, and Chain Attack Lv. +2.

Mindscape Cinema 4

When the finishing hit of Soul-Searching Blaze or Basic Attack: Purifying Flame hits an enemy affected by an Anomaly, it triggers one additional Abloom, resolving the corresponding Attribute Anomaly at a fixed 600% multiplier.

Mindscape Cinema 5

Basic Attack, Dodge, Assist, Special Attack, and Chain Attack Lv. +2.

Mindscape Cinema 6

Phoenix ignores 15% of targets’ All-Attribute RES.

Using EX Special Attack: Dazzling Flare grants one Ascension.

Abloom effects triggered by Phoenix ignore 40% of enemy DEF.

Phoenix Materials

For Lv. 60, Core Skill F, and all five combat skills at Lv. 12, prepare the following materials. This is the full skill-maxing budget; the recommended 12 / 12 / 11 / 10 / 7 build uses fewer skill materials. Agent EXP materials and W-Engine upgrades are separate.

Phoenix Best W-Engines

Plume of Rebirth > Angel in the Shell > Frostfall Sickle. The two alternatives are stat-focused options for players who already own them. Their attribute-restricted damage effects do not activate on Phoenix. All passive values below use 1-star W-Engines.

1. Plume of Rebirth — Best Choice

Plume of Rebirth, Phoenix signature Anomaly W-Engine

Lv. 60: 713 Base ATK | 30% Anomaly Mastery

Grants 90 Anomaly Proficiency. When any squad member’s Anomaly DMG critically hits an enemy, Phoenix gains 40% Fire DMG for 20 seconds. Repeated triggers refresh the duration.

Its Anomaly Mastery helps reach Nirvana’s 255 threshold, while its unconditional Anomaly Proficiency and renewable Fire bonus improve her own damage. The Fire bonus applies to Phoenix rather than the entire squad.

2. Angel in the Shell — S-Rank Substitute

Angel in the Shell S-Rank Anomaly W-Engine

Lv. 60: 713 Base ATK | 30% Anomaly Mastery

Grants 90 Anomaly Proficiency. Its remaining effects require an Ether equipper: entering the field or using a Special Attack or EX Special Attack grants 20% increased damage against Anomaly-afflicted enemies and 10% increased Attribute Anomaly and Disorder DMG for 15 seconds. The effect ends when the equipper leaves the field.

Phoenix receives its ATK, Anomaly Mastery, and unconditional Anomaly Proficiency, but cannot activate the Ether-only damage bonuses. It works well as an existing spare, especially when maintaining the 255 AM breakpoint is the priority.

3. Frostfall Sickle — Anomaly Mastery Substitute

Frostfall Sickle S-Rank Anomaly W-Engine

Lv. 60: 713 Base ATK | 30% Anomaly Mastery

An Ice equipper using a Special Attack or EX Special Attack gains 20% Ice DMG for 40 seconds, stacking up to twice. At two stacks, the equipper also gains 35% Abloom DMG.

Phoenix cannot activate this passive because she is a Fire agent. For her, Frostfall Sickle is a stat-focused substitute: its Base ATK and Anomaly Mastery help maintain her ATK and reach Nirvana’s 255 AM breakpoint. It does not provide Phoenix with Ice DMG, Abloom DMG, or unconditional Anomaly Proficiency.

Keep it as the third option if a spare copy is available. Angel in the Shell offers the same Base ATK and Anomaly Mastery plus unconditional Anomaly Proficiency, while Plume of Rebirth adds a Fire bonus Phoenix can activate.

Phoenix Best Drive Discs

Freedom Blues Drive Disc set

4-pc Freedom Blues

2-pc: Anomaly Proficiency +30.

4-pc: When an EX Special Attack hits an enemy, reduce the target’s Anomaly Buildup RES to the equipper’s attribute by 20% for eight seconds. This effect does not stack with others of the same attribute.

Phaethon's Melody Drive Disc set

2-pc Phaethon’s Melody

2-pc: Anomaly Mastery +8%.

Freedom Blues supports Phoenix’s Fire application throughout the rotation. Sear deals periodic damage counted as EX Special Attack DMG, allowing those hits to refresh the Fire Anomaly Buildup RES reduction on the affected target. Continue landing her EX attacks as part of the rotation, especially when switching targets.

Phaethon’s Melody helps meet the Anomaly Mastery breakpoint. With a Lv. 60 Anomaly Mastery W-Engine and a fully upgraded S-Rank AM disc in slot 6, its two-piece bonus brings her standard setup to approximately 255 AM. Only the two-piece effect is used in this combination.

Main Stats and Substats

Slot Main Stat Build Advice
4 Anomaly Proficiency Strengthens Phoenix’s Anomaly contribution and Abloom damage.
5 PEN Ratio / Fire DMG Bonus Choose between available pieces based on team buffs and substat quality.
6 Anomaly Mastery Improves buildup and Nirvana’s Anomaly CRIT chance. Prioritize a fully upgraded S-Rank piece.

Substat priority: Anomaly Proficiency > ATK% > PEN.

Flat ATK is a useful extra roll. PEN in substats is flat penetration, while PEN Ratio on disc 5 is a separate percentage stat. Anomaly Mastery does not roll as a disc substat.

Endgame Stat Targets

Stat Target What to Aim For
Anomaly Mastery ≥ 255 Nirvana’s maximum Anomaly CRIT Rate breakpoint. Further AM can still improve buildup.
Anomaly Proficiency ≥ 330 A practical baseline rather than a cap. Continue improving AP after covering the AM requirement.
ATK ≥ 2,500 A useful developed-build target. Compare equipment on the unbuffed setup, then account for team buffs separately.

Reaching 255 Anomaly Mastery: all three recommended W-Engines provide 30% Anomaly Mastery at Lv. 60. With Phoenix’s 152 base AM, a fully upgraded S-Rank AM disc in slot 6, and two pieces of Phaethon’s Melody, the setup reaches 152 × (1 + 30% + 30% + 8%) = 255.36 AM. This meets Nirvana’s maximum Anomaly CRIT Rate threshold with any of the three options.

Conventional CRIT Rate and CRIT DMG rolls do not replace the stats needed for Nirvana’s Anomaly CRIT calculation. That mechanic uses its own base values, Phoenix’s initial Anomaly Mastery, and the Anomaly-specific CRIT bonuses in her kit.

Phoenix Pull Recommendation

M0W1 is the main starting point for a dedicated Phoenix build. It provides her complete base kit alongside the signature’s Anomaly Mastery, Anomaly Proficiency, and Fire damage bonus. M0 already enables Sear and teamwide Anomaly CRITs; additional Mindscapes improve her damage and rotation.

Investment What It Adds Recommendation
M0W1
Base Phoenix and one copy of Plume of Rebirth. The main stopping point for players committing to her Anomaly teams.
M1W1
Starting Ascension, +25% Anomaly CRIT DMG against Seared targets, and 15% faster Pyre generation from Combustion Attack damage. The first upgrade to consider for a smoother opening and stronger Anomaly damage across the squad.
M2W1
Phoenix’s Burn lasts two seconds longer, and her damage against Seared enemies increases by 30%. A further personal-damage upgrade after M1 and a stopping point for higher investment.
M6W5
M6 adds 15% All-Attribute RES ignore, Ascension from Dazzling Flare, and 40% DEF ignore for Phoenix’s Abloom. W5 maximizes her signature passive. The maximum-investment route for players focusing heavily on Phoenix.

Who benefits most? Accounts already building around Velina and Remielle have a clear place for Phoenix: her Fire application and Anomaly CRIT support complement their reaction-focused damage. Without Remielle, Velina plus Yuzuha provides dedicated Anomaly support, while Velina plus Nangong Yu creates a team built around Stun windows. Assemble a working lineup before chasing higher Mindscapes.

Phoenix Best Team Comps

1. Phoenix + Velina + Remielle — Triple Anomaly

Phoenix in the triple Anomaly team

Phoenix

The most complete Anomaly-focused lineup here. Phoenix enables Anomaly CRITs through Sear, Velina supplies Wind Anomaly pressure and Vortex interactions, and Remielle converts enhanced Anomalies into Voidflare and Luminize damage.

Remielle specifically rewards all three slots being Anomaly agents. Her Refringe Coefficient receives an extra 10%, while her Additional Ability’s ATK and Daze bonuses improve with three Anomaly teammates. Phoenix therefore contributes both her own mechanics and the third Anomaly slot that strengthens Remielle’s kit.

2. Phoenix + Velina + Yuzuha — Anomaly Support

Phoenix in the Yuzuha support team

Phoenix

Yuzuha, Anomaly support for Phoenix and Velina

Yuzuha

A strong alternative when Remielle is unavailable. Yuzuha’s Tanuki Wish supplies ATK and damage buffs, while her Additional Ability adds Anomaly Buildup Rate and Attribute Anomaly and Disorder damage. Phoenix and Velina activate the Anomaly-related teammate conditions while covering Fire and Wind application.

Yuzuha’s Sweet Scare attacks can match the attribute of the active character who first triggers Flavor Match. To help build Fire, use Phoenix to make that first attribute hit after applying Sweet Scare. Refreshing Sweet Scare clears the previous match.

3. Phoenix + Velina + Nangong Yu — Stun and Anomaly Burst

Phoenix in the Nangong Yu Stun team

Phoenix

Nangong Yu turns this lineup toward Stun-window damage. Phoenix and Velina maintain Fire and Wind Anomaly pressure, while Nangong Yu builds Daze and rewards the team for applying Anomalies, triggering Disorder, and dealing Abloom DMG during Stun.

Phoenix or Velina activates Nangong Yu’s Additional Ability. Her Misstep raises the target’s Stun DMG Multiplier and extends its next Stun duration by three seconds when applied before Stun. Her Core Passive also supplies a teamwide damage buff, and her Additional Ability improves the squad’s Anomaly Buildup against Stunned enemies.

During Stun, the squad’s Anomaly applications, Disorder, and Abloom help build Vibrato toward Nangong Yu’s additional Abloom. She can also consume Dance Prowess with eligible attacks to trigger Polarity Disorder on a target that is both Stunned and afflicted with an Anomaly. This special Disorder does not remove the existing Anomaly.

Phoenix Build FAQ

Does Phoenix need CRIT Rate or CRIT DMG discs?

No. Her Anomaly CRIT mechanic uses Nirvana’s separate calculation. Build Anomaly Mastery for its CRIT Rate scaling, then Anomaly Proficiency and ATK for damage.

Does Phoenix need three Anomaly agents?

No. Another Anomaly agent or a same-faction teammate activates Krampus Ace. Triple Anomaly is especially valuable with Remielle because her own kit becomes stronger with three Anomaly agents.

Can Phoenix use Angel in the Shell’s full passive?

No. She benefits from its Base ATK, Anomaly Mastery, and unconditional 90 Anomaly Proficiency at 1 star, but its extra damage effects require an Ether equipper.

Can Phoenix use Frostfall Sickle’s damage passive?

No. Its stacking Ice DMG bonus requires an Ice equipper, and its Abloom bonus requires those stacks. Phoenix benefits from its 713 Base ATK and 30% Anomaly Mastery, but cannot activate either damage bonus.

Does Phoenix’s Ultimate permanently defeat her?

No. It places her in Wither as part of her combat loop. Soul-Searching Blaze ends that state and restores the consumed HP, plus an additional 10% of Max HP.

Conclusion

Phoenix rewards a well-prepared Anomaly team: reach her Anomaly Mastery breakpoint, keep Sear active, and use her Abloom finishers while enemies are afflicted. Start with Freedom Blues and Phaethon’s Melody, develop her Basic and EX Special attacks, and choose between Remielle, Yuzuha, and Nangong Yu according to the team you want to build around her and Velina.
