Overview

Rarity: S-Rank Attribute: Wind Specialty: Anomaly
Velina is a Wind Slash Anomaly character built around smooth fan combos, Assist Point spending, and constant field pressure. Her kit lets her flow from Basic Attack into Assist Follow-Up, then set up Gale Field once her Wind Energy is ready, dealing repeated Wind DMG while pulling the previous character back in through Quick Assist. She also has strong defensive flow with dodge-property EX attacks, Defensive Assist, and invulnerable follow-ups. Basically, she feels like a stylish off-field pressure unit who keeps the rotation breezy and busy.

Core Passive
Core Passive: Angel & Witch
When Velina's initial Energy Regen exceeds 1, for every 0.01 in excess, Anomaly Mastery increases by 0.6 points, and DMG dealt increases by 0.3%;
When Velina enters the battlefield, she gains 45 [Wind Energy]. In Investigation Zone mode, this effect can trigger once every 180 seconds. When Velina activates any [EX Special Attack], she gains 45 [Wind Energy]. The maximum [Wind Energy] is 135 points;
When [Gale Field] summoned by Velina hits enemies under the [Contamination] state, it triggers the [Dye] effect, transforming into a [Gale Field] of the corresponding attribute and dealing DMG of that attribute;
When [Gale Field] attacks hit enemies, the enemy's Wind Anomaly Buildup RES and the corresponding Anomaly Buildup RES after [Dye] are reduced by 8% for 40 seconds; repeated triggers reset the duration;
When Velina triggers [Vortex], she summons [Little Wind Currents], dealing Wind DMG. When [Little Wind Currents] and [Gale Field] explode and hit enemies under Wind Attribute Anomaly, they both deal [Abloom] DMG to the target: an additional instance of Attribute Anomaly DMG is calculated, dealing 230% and 365% multiplier Wind Attribute Anomaly DMG;
When Velina triggers [Vortex], she gains 1 [Enhancement points]. This effect can trigger once every 3 seconds. When Velina has 2 [Enhancement points], the next time she triggers [Vortex], the DMG Multiplier of that [Vortex] increases by 300%, and instead of summoning [Little Wind Currents], she summons [Gale Field].
Additional Ability
Additional Ability: Tea Party Etiquette
When another character in your squad is an [Anomaly] character or shares the same attribute:
Velina's [Windswept] and [Vortex] DMG is increased by 15%. When activating her [Ultimate], gain 2 [Enhancement points].
In [Core Passive: Angel & Witch], the Anomaly Buildup RES reduction effect caused by [Gale Field] is additionally increased by 8%.

Velina should level Core Passive first because most of her actual value is packed into Wind Energy gain, Gale Field, Anomaly Buildup RES reduction, Vortex, and Abloom damage. This is what makes her Anomaly pressure work, so it gives the biggest upgrade return.
Special Attack comes next. Her EX Special gives Wind Energy, links into the 5th Basic hit, and can connect into Assist Follow-Up, so it directly helps her set up Gale Field and keep the rotation moving.
After that, level Chain Attack / Ultimate. This gives Velina better burst damage, and her Ultimate also grants Enhancement Points when her Additional Ability is active, helping her reach stronger Vortex / Gale Field cycles faster.
Assist is next because Assist Follow-Up is part of her quick-swap flow and helps her spend Assist Points smoothly. It is useful in real rotations, but not as important as Core, Special, or Ultimate value.
Basic Attack can stay lower. It helps with her 5-hit combo links and can trigger Gale Field when Wind Energy is ready, but most of her key Anomaly value still comes from Core Passive and EX Special setup.
Dodge is last. It gives safety and some extra Wind damage through Dodge Counter, but it does not add much to her main Anomaly pressure or field setup.

M0 already gives Velina the full Wind Anomaly package: Gale Field, Vortex setup, Abloom payoff, and Anomaly Buildup RES shred. Totally playable.
Mid Budget (M0+S1)
S1 is the cleanest comfort upgrade. It rewards her normal EX Special loop and makes her more valuable in Anomaly teams.
Standard Budget (M1+S1)
M1 is the first real breakpoint. It smooths her early rotation and makes her Vortex / Windswept damage hit harder through RES ignore.
High Budget (M2+S1)
M2 is where her engine gets busier. More Enhancement point access means faster Gale Field cycles and stronger Vortex-focused rotations.
Unlimited Budget (M6+S1 / M6+S5)
M6 is whale territory. It pushes her Abloom, Wind Anomaly buildup, and repeated Windswept payoff into full storm-mode nonsense.

Promeia adds strong Ice Anomaly and Abloom payoff, while Yuzuha glues the whole team together with Anomaly-focused buffs. Very “set up → swap → proc → cash out” energy, and probably her safest high-end team if you own both supports.

This is the more flexible Anomaly-core version. Vivian brings off-field Anomaly application and extra damage, so Velina does not have to carry every proc window alone. Yuzuha stays as the best comfort support here because her kit is already built around boosting Anomaly teams. This comp should feel smoother for players who like quick-swap rotations and constant background damage instead of a strict on-field carry setup.
